Arunachalee boy found dead in Guwahati, relatives cry foul

ITANAGAR, Apr 1: The relatives of Arunachalee boy identified as Zilla Taku (24) from Bana in East Kameng whose mutilated body was found under mysterious circumstance in Guwahati on March 23 last says that he was murdered. The aggrieved parents suspects that late Zilla was brutally murdered, while going back to his rented room. He had reportedly sustained multiple injuries in his head and hands. An FIR was lodged with Gorchuk Police Station in Kamrup, Guwahati by the relative on March 24.
When contacted Investigating Officer Dev Kr. Sudo informed this daily that the case is under investigation. Further, the officer alleged that victim's relatives are not helpful in investigation process.
"The case is under investigation, we are looking from different angles, however relatives should come forward to help us in investigation" said IO.
Friends of Late Zilla was being taken to Gorchuk Police station for interrogation this evening.
Late Zilla was a student of BA 2nd year; beside he was working as distributor at Glaze India Trading Pvt. Ltd.
Meanwhile, Arunachal Elite Forum (AEF) in a press statement strongly condemned the incident and urged the police authority in Guwahati to arrest the suspects. AEF urged the state government to pursue with Assam counterpart to bring justice to the aggrieved family. AEF also demanded the government to announce ex-gratia to the aggrieved family.
Meanwhile, the All Nyishi Youth Association (ANYA) has strongly condemned the alleged murder of Zilla Taku and failure of Assam police and Govt in nabbing the culprits and providing safety and security to Arunachal students in Guwahati.
ANYA further requested the state government to take up the matter with Assam counterpart immediately to arrest all the culprits and ensure safety of Arunachalee students in Assam. It said that the case should be handed over to the CBI to give justice to the victim family.
APBS condemns firing on Buddha statue
ITANAGAR, Apr 1: Arunachal Pradesh Bhikkhu Sangha (APBS) has stro-ngly condemned the firing allegedly by IRBn personnel on the statue of Buddha during the Diyun incident of Mar 29. APBS also urged the state government for a rational and thorough judicial inquiry into the matter.
According to the Ven. Narinda Mahathero, President, Arunachal Pradesh Bhikkhu Sangha, “while villagers had a chaotic incident with the local administration under Diyun Administrative Circle of Changlang district, to control the mob, the security personnel started firing on the villagers. And to seek a safe haven, the villagers took refuge inside a nearby Buddhist Monastery and the IRBn personnel intentionally fired many rounds of bullets on the statue of Lord Buddha and in other places of the Monastery thereby vandalizing the glass curbed Buddha Statue and other religious stuffs of the monastery.”
In a release, APBS stated that such atrocious and cold-blood act is very unfortunate and has hurt the sentiments of Buddhist people.
Facts distorted, says Chakma students
ITANAGAR, Apr 1: The Arunachal Pradesh Chakma Students Union (APCSU) stated that the facts are completely different from what is being reported in the media following the Diyun incident of Mar 29.
In a release, APCSU claimed that due to wrong reporting of the facts by some media, the All Arunachal Pradesh Students Union has formed a completely wrong opinion on the incident and on the Chakma and Hajong communities.
There are enough evidences against the illegal actions of the EAC, alleged APCSU. However, the media has portrayed the accused EAC cum Judicial Magistrate as the victim, it added.
Further, APCSU stated that the firing by the security personnel directly on the crowd was unnecessary and without following the rules required while controlling a protesting mob. If people were violent, the personnel could have fired in the air after taking permission from the magistrate to disperse the crowd. They did not use tear gas. They did not fire warning shots as required under the Criminal Procedure Code.
APCSU also requested the AAPSU team which visited Diyun on Friday to collect the facts and not to politicize the issue and demonize the Chakmas and Hajongs. It further requested the AAPSU to extend support and solidarity toward the victims and condemned the criminal action of the EAC and demand for strict legal action against him as per law to send a message that nobody is above the law.
Be people and development oriented: MLA tells officers
BOMDILA, Apr 1: "Be people and development oriented'', urged Bomdila MLA Japu Deru to the government officers in the coordination meeting convened at Bomdila on Friday to provide insight into the priorities of the new government for the welfare of the people of the state.
Stating the government's vision, MLA Deru called for framing of the Annual Development Agenda in such a way that they are realistic and time bound. He said, that every step taken in the larger interest of the society should be well planned, transparent and executed well within the time frame.
Underscoring the importance of the Annual Development Agenda which needs to be planned and framed at the grass root level for effective implementation as per the local needs which varies from place to place, Deru said that the state government has attached utmost importance to Education and Health sector amongst other which directly correlates to the development and prosperity of any region. He also said that the government is prioritizing repair and maintenance of all the existing assets and buildings of all the departments including District Administration and Police besides maintenance of road connectivity from the district headquarter to other administrative circles and setting up of Tourist Information offices at entry points and also of developing micro hydel projects in the state. He asked the HoDs to submit the Annual Development Plan within the month of April itself for effective persuasion at the concerned level.

Scholar puts emphasis on need to preserve oral traditions
ITANAGAR, Apr 1: Noted scholar and Professor of University of Missouri, John Max Zemke has stressed on the importance of preserving oral traditions terming it a means of social bonding, genealogy, religious history and doctrines.
He was speaking during the valedictory function of a three-day long program organized by the department of history, Rajiv Gandhi University, which was attended by many students and faculty members at the University on Thursday.
Citing some examples of oral traditions found in many societies like the Tibetans and Mendes of Sierra Leone, Professor Zemke said that oral traditions are a process which can be improvised over and over again.
While speaking on the vast topic of oral traditions, including the western outlook, different kinds of oral traditions and its significance in modern society, he outlined the inter-relationship between oral traditions and literature and stated that they go hand in hand and refuted western misnomer that oral traditions are primitive while scripts are modern. 'Culture is a control mechanism that is an outcome of past experiences that shapes our future', he claimed.
Professor Zemke also delve into the finer aspects of language and the overreaching influence of societal influence, stating that our understanding of oral literature is often restricted by social indoctrination of language. He nullified beliefs that oral traditions are part of everyday speech, claiming that they are always a performance and not just simple utterances of words or sounds.
RGU HoD (History), Professor Tana Showren and Dean of Social Sciences, Professor S K Nayak also spoke on the occasion.
Education is a powerful tool: Rijiju
NEW DELHI, Apr 1: Education is a powerful tool which will help students go high in the future, said Minister of State for Home Affairs Kiren Rijiju when a group of 14 girl students from West Siang District of Arunachal Pradesh, who are on excursion tour organized by Indo Tibetan Border Police, called on him here today.
He advised the students to inculcate discipline and strive to work for the country. He also advised them to study well.
During the meeting, the children shared the experience of their visit to different historical places and mentioned that they could see India's unity in diversity. Minister said that the excursion tour is a good learning experience for the students and it will remain as a memorable one.
Rijiju also appreciated ITBP for organising such tours for the students from the remote regions of the country and also commended the Forces welfare activities, apart from protecting border areas. PTI
ZPM opposes Cabinet decision
ITANAGAR, Apr 1: The ZPM of Pate Anchal Block of Upper Subansiri District Lampop Laa strongly opposed the recent cabinet decision regarding the issue of compensation against lands acquisitioned for construction of Tran-Arunachal Highway (NH- 229 (13) from Bopi to Sigin Bridge in particular and up to Tai in general in Upper Subansiri district.
According to the ZPM, the decision taken on March 20 by the State Cabinet for cross verification and re-assessment of land acquisitioned and assets lost in the process for construction of Tran-Arunachal Highway (NH- 229 (13) is unnecessary as the assessment of land/assets for compensation has already been done with proper formalities in December 2014 by assessment committee constituted by Deputy Commissioner Upper Subansiri district.
Subsequently, the total compensation bill amount of Rs 104 crore was submitted to Ministry of Road Transport and Highway (MoRTH) for further consideration, the MoRTH has released Rs 837288092, he claimed. The assessment was not forge and bogus. Of course, there may be some minor errors and irregularities which can be sorted out under the supervision of District Administration, he said.
Therefore, there should be no any hard decision of the state cabinet for cross-verification and re-assessment particularly in Daporijo, he said.
He also said that the land affected people of Upper Subansiri district appealed to the state government to enhance the land value from Rs 11 per sq.mtr to govt. approved rate but it was rejected and fixed the same rate of Rs 11 per sqmtrs. as per 2011 rate notified in State gazette. But still the affected people were ready to cooperate with the decision of government and sacrificed their movable and immovable properties in the larger interest people and for expediting the said project.
He appealed to the State government to reconsider the cabinet decision otherwise the affected people may be compelled to seek legal help.
Door-to door collection of garbage in Roing
ROING, Apr 1: Lower Dibang Valley (LDV) district administration has taken up steps, including door-to door collection of garbage, to keep the Roing Township clean and green.
Two tippers and five tempos will be pressed into service for door-to- door collection of solid waste at Roing urban areas, including colonies every morning from 6 am to 8.30 am, informed Tao Tadap, UPO, Roing.
Further, one JCB and Road Roller for the Solid Waste Management Plant and three thelas procured under Swachh Bharat Mission (SBM) will also be engaged for street sweeping at market areas, he informed.
The scheme was passed in the 2nd Governing body meeting of DUDA for 1 month on trial basis and the same will be continued subject to public response, said Tado.
DUDA appealed to dwellers of Roing to cooperative and give their full support in keeping the township clean. It appealed to segregate wet and dry waste at the source by using separate dustbin and dispose off them when the vehicle arrives.
Further appealing all to maintain high degree of health and sanitation practices, DUDA appealed not to throw waste into open drain/nallahs, refrain from spitting in public places, building premises etc, stop open defecation and use toilets/sanitary latrines.
Earlier in the morning, Lower Dibang Valley Deputy Commissioner Ravi Dhawan, who also is DUDA chairman, flagged off the door to door solid waste collection system at Roing in the presence of Head of Departments, and DUDA/UD and Housing staff.
The Deputy Commissioner exhorted the DUDA staff to carry-out their duties sincerely to keep the Roing town clean and hygienic. DIPRO

APNE Library celebrates 9th Annual Day
ITANAGAR, Apr 01: Technocrat-turned social worker with ASSET, Wakro Chinmay Panth advised the students to develop good reading habit. He was addressing the library reader-activists, volunteers, students, teachers and parents at the 9th Annual Day celebrations of APNE Library at Wakro on March 30.
Advocating for comic literacy, Panth said, "Comics give you lots of stories for entertaining your friends. And make you interested to read more."
A library corner will be provided in every hostel in the next academic year, he assured saying that "Other schools too need to introduce this basic facility to strengthen reading habits."
Presenting the prestigious Ranganatha Award for outstanding library services to Vijay Kumar Limbu, Library I/c, APNE Library, Panth lauded his contribution for the last 5 years and hoped more teachers would utilize their free time for encouraging reading-deprived students. Wangsaham offered IGRMS certificate of appreciation
ITANAGAR, Apr 1: The Indira Gandhi Rashtiya Manav Sangrahalaya (IGRMS) on the occasion of its 40th Foundation Day has offered Nokkai Wangsaham from Arunachal Pradesh a certificate of appreciation for his remarkable contribution to the IGRMS in documentation of Wancho culture and dialect.
An official release, stated that Nokkai Wangsaham has regularly tried to make his community people aware to protect and preserve their rich cultural heritage in today's global change. His association with IGRMS has been since 2005-06 and has helped IGRMS in collecting and installing traditional Wancho house as a part of the open air exhibition in tribal habitat in the Bhopal campus. He motivated community people and successfully installed their traditional Wancho house having all material culture including huge Kham (log drum), Tham a rice pounding plate, Longhuakkho a rice drying plate, Tantonglia wooden bed and other items.
Further, as part of the national workshop on pictorial glossaries and phonology, Wangsaham recorded not less than 2000 Wancho words in Central Institute of Indian Languages, Ministry of Human Resource Development, Mysore.
Wangsaham is from Senua Village Longding District, and did post graduate in Anthropology from Rajiv Gandhi University in 2004.
Gender awareness prog for students
ITANAGAR, Apr 1: A one-day gender awareness programme for college students was organised by Women Studies and Research Centre, Rajiv Gandhi University in collaboration with Government College, Doimukh on Friday.
The programme was attended by overwhelming number of students of the college, informed coordinator of the programme, Jombi Bagra.
Issues ranging from Understanding Gender, Sexual Harassment at Work Place, Gender and Media, and Women and Self Defense were deliberated by resource persons Chaphiak Lowang, Head, Department of Social Work, Zilpha Modi, Assistant Professor, AITS, Prof. N.C. Singh, Department of Geography and Minu Tadang, Assistant Professor, Physical Education from Rajiv Gandhi University respectively.
In his introductory speech, Principal of the College Dr. NT Rikam underlined the importance of the awareness programme and appreciated the organizer and Women Studies and Research Centre, Rajiv Gandhi University for taking up such initiatives and urged for more of such programme in future.

AALO, Apr 1: Jumngam Kamduk, who secured first position in MA (Sociology) from North Eastern Hill University (NEHU), Shillong in 2015, has been conferred with the Rector's Gold Medal.
The award was presented to her at the 23rd Convocation of NEHU, Shillong on March 29.
Jumngam Kamduk did her graduation from Lady Kean College.

Skill dev. training under BADP
KOLORIANG, Apr 1: Koloriang ADC Yowa Topu inaugurated a Skill Development and Capacity Building Training Programme under BADP scheme for the unemployed youths of border blocks and flagged off a batch of trainees for undergoing training in various trades outside the district and state on Thursday.
The programme was organized at Government Town Middle School, Koloriang and attended among others by District Planning Officer, Block Development Officer, Koloriang, public leaders, representatives of Vocational Training Providers (VTP).
The scheme is sponsored by the Ministry of Home Affairs, Govt. of India and implemented by Planning Department, Govt. of Arunachal Pradesh through District Administration to upgrade the skills of youths living in International border blocks.
Several trades have been included this time which were not included earlier. Training will be given in trades like Automobile, Beauty Culture and Hair Dressing, Basic Computer, JCB Operator, Mobile Repairing, Tailoring and Tourism & Hospitalities. The youths selected will undergo their training in several places depending on the availability of training facilities. Those who have been selected for Automobiles, Tourism & Hospitalities will undergo two months training at Rajiv Gandhi Government Polytechnic College, Itanagar and those who opted for JCB Operators will undergo two months training at Podhar and Podhar Pvt. Ltd, Silchar, Assam
Further, Damin ZPM Lokam Pabi inaugurated the Skill Development and Capacity Building Training Programme under border area development Programme (BADP) on Tailoring at Community Hall, Parsiparlo on Thursday along with Lokam Baba, Anchal Chairperson, Damin Area and Phassang Bunghi, Youth leader of Kurung Kumey.
The ZPM exhorted the trainees to take full benefit of such training programme and utilize regular skill.

APPIYF complains against non implementation of work
ITANAGAR, Apr 1: All Papum Pare Indigenous Youth Federation (APPIYF) has complained against non-implementation of work C/O 15 men barrack attached within dining hall, kitchen, toilet and bathroom at Mengio Police Station.
In its complaint letter to the chief secretary, it claimed that the work was awarded through E-tender on July 13 last year to be completed within eight months.
Demanding nullification of the contract agreement and re-tendering of the work, the federation has asked to take action against the contractor.

AALO, Apr 1: The RCCN Cable TV network is listed among Ten Cable Kings in the North Eastern States after its Digitalized Control Rohm was inaugurated by Tumke Bagra, Deputy Speaker on Friday.
With the digitalization, the viewers will not only get access to more channels but also experience good picture quality on important programmes telecast by the cable TV, said Bagra..
It is nice to see that the RCCN cable network has been able to cope up with fast changing modern technology though losses has been incurred to run it with full fledged studio prior to digitalization, he said and lauded its Director for launching so many innovative packages like "Chale Gaon Ki Aur" and other attractive programmes for the viewers.
Highlighting the detailed background, Director Ete disclosed that the RCCN Cable Network had its 16 years of strenuous journey to reach the stage of digitalization as per the direction of Ministry of Information and Broadcasting, Govt. of India.
Many cable networks had closed down their shutters due to digitalization and he expressed his gratitude to West Siang Deputy Commissioner Pige Ligu for writing to government for extending time for digitalization.

Approve pending file of post creation soon
ITANAGAR, Apr 1: In a memorandum submitted to the state Principal Secretary, Finance and Empowered Committee, the Library and Information Science Students' Association of Arunachal Pradesh (LISSAAP) has sought early approval of all pending files of post creation for various vacant posts under department of public libraries.
No post has been created in the department of public libraries since over 7 years showing the negligent attitude of the state government, the Association claimed adding that every year a large number of students are graduating in library science from various Universities who remain unemployed.
It appealed the GoAP do not discriminate students of Library and Information Science and approve all the pending file of post creation soon.

ITANAGAR, Apr 1: The Nyishi Students' Organization (NSO) has called for transfer of EE RWD Kurung Kumey claiming him of exceeding his posting tenure.
In its representation to the chief secretary, the organization claimed that ineffective performance of the officer is hampering the development process of the district.

Allocate fund for DPVB road: ICYA
ITANAGAR, Apr 1: The 13th Itanagar Constituency Youth Association (ICYA) has given 15 days ultimatum to the state government to provide fund allocation for maintenance of the road leading to Donyi Polo Vidya Bhawan.
It warned of taking up democratic movement if its demand is not fulfilled saying that the state government has not allotted enough fund for the dilapidated roads of Capital.

Meanwhile in a separate memorandum to General Manager Telecom (BSNL) BTPF has appealed for uninterrupted mobile service in the area. Forum further informed that at present mobile service is erratically available for few hours and sometimes just for couple of days in a week. They have urged BSNL to set up one more DSVT for better service.

Chaotic end
The financial year 2015-16 ended yesterday. Utter chaos was witnessed during the
last minute rush. There was virtually stampede like situation in the finance department
and chief minister's office. Long queue was witnessed outside the office of secretary
finance. Infact serious allegation of red-tapism has been leveled against senior
officials of finance department. Also within department rebellion broke when junior
officers alleged of autocratic behavior by some senior officials. Infact in the last
one month finance department has come under heavy criticism.
Chief Minister Kalikho Pul who is known for fast-tracking the decision making process
should look into these allegation and try to address the problem. Red tapism will
slow down the process of development. It will adversely affect governance and also
will harm the image of Pul government. Therefore Chief Minister will have to urgently
address this concern. Also state government should re-evaluate the functioning of
finance department. Why is that most of govt. files get stuck as late as March in
the finance department. This last minute rush culture is not good for the state.

The brave deeds of Neeraj Tamuk, Forest Range Officer (RFO) sure-enough deserves
immense appreciation. Selfless acts as such by Government Officers are not heard
too often.
If the RFO concerned has rescued trafficked elephant calves and succeeded in capturing
the indulging criminals, that too in a hostile and deep strange forest armed partially,
he sure has nerves of steel.
His act rightfully earned him various appreciation and commendation letters for the
highest award. Depriving such officers of rightfully honor or recognition will set
a bad precedent.

Muslims are competent to tackle shariah laws complications
Dear Editor,
The article Uniform Civil Code Vital by Oishee Mukerjee published in The Arunachal
Times dated 31-3-2016 is thought provoking. While appreciating the author for raising
voice against gender bias, certain clarifications have to be given by Muslim Community.
Uttering Triple Talaq at one instance is not permitted in Islam. The assumption that
Muslim women are not permitted in mosques is also incorrect.
Muslim women in general are not yearning to be freed from the shackles of personal
laws as assumed by the author. This may be true among elite English educated women
who in general have misunderstood the religion. The days are not far off when men
and women don 't want to be entangled in the institution of marriage itself. Nowadays,
it has become common in cosmopolitan cities to live together without the bondage
of marriage. The faith and mutual trust of life partners will be missing in such
affairs and the future of children out of these creatures is bleak. I call them creatures
as human bondage is missing in such relationships.
Muslim personal law is pertaining to the Muslim community and we are quite competent
to tackle the complications arising due to practice of shariah laws among us and
I do fervently appeal to my brothers and sisters of other religions not to interfere
in our internal affairs to maintain communal harmony.

Harassment in the name of exam
Dear Editor,
Through the column of your esteemed daily, I would like to draw the attention of
NIOS(National Institute of Open schooling)officials toward the harassment being faced
by students. Firstly, exam centres of many Arunachal Pradesh students are given in
Assam, the state which is going through election as well as monsoon.
It is really dangerous to drive through at this election time plus it takes time
and money of poor students.
Authority should be aware that it is underprivileged and poor people who take this
course. Secondly, collection of extra money during practical exam is totally unreasonable
when the admission and exam are unbearable burden to these poor students. No one
should take pleasure in taking a penny from poor students. When student complain
about their problems, the NIOS officials put the blame on regional officials in Guwahati.
It is highly requested to the authority to convey the harassment of your students
to the regional officials and bring lasting solution.

Financial year is over but the district level employees of A.P State AIDS control
society is on verge starvation due to pending salary for 5 months all together.
In letter of appointment, it was never mentioned that we have to wait up to 5-6 months
for our due salaries.
We request all to give their suggestion or opinion on what we should do. Is not it
immoral and illegal to held up salaries for months all together?
We hope and request the concern authorities to answer the problems of its employees
at earliest.

HIV/Aids in Arunachal Pradesh
Dear Editor,
HIV/AIDS is one of the most commonly and widely discussed topics. It is a major global
issue. It is known to be a deadly disease which claims millions of lives across the
world.
However, today being HIV positive is not a death sentence since through medication
the life expectancy can be prolonged.
The state of Arunachal Pradesh is also not free from the exposure to this virus.
Over the years the state has witnessed a sharp rise in HIV positive cases. In Arunachal
Pradesh the first case was detected in 1989. As per the data of 2008, 62,990 blood
samples were tested of which 115, comprising 83 males and 32 females were found to
be HIV positive. Papum Pare, Lohit and East Siang are top three districts. Most
of the victims are in the age group of 20-29 years and 30-44 years.
The main mode of HIV transaction are unsafe sexual behaviour/activity, multiple use
of infected syringe/needles, transfusion of infected blood and child born to infected
mother. Unprotected sexual contact is found to be primary reason for increase in
HIV infection among the people of the state.
There are 27 integrated counseling and treatment centre, 18 STD Clinics, 10 safe
blood transfusion centers, 28 integrated intervention programme/projects and 25 Red
Ribbon clubs in colleges across the state to disseminate the HIV/AIDS messages.
Although, there are medical facilities available in the state, ignorance of the peoples
is the major reason which has led to a sharp rise in HIV positive cases. Mostly,
people are not aware, they don't take the matter seriously and end up being exposed
to the virus. So, wisdom and knowledge is the only solution to this issue.
The concerned departments and various organizations should take up steps and awareness
programmes to impart knowledge regarding this issue, especially in schools and colleges,
so that it might benefit the youngsters.
